Frank B. Flottemesch

Experienced Expert in and Manager of Project Feasibility / Technology Advisory, Contracting, Due Diligence, Application, Project and Work Package Management and Asset Management with great working experience globally in both, on- and offshore projects. Throughout his career, he supported OEMs, developer, owners, investors and insurer in various engineering, assessor, and consultancy roles. Being a firm believer of the energy transition and as Geo-Scientist by training I oversee and understand the consequences of climate change, but also promotes the immense opportunities of renewable energy applications, both economically as well as ecologically.

CAREER
After university graduation I founded TERRAPLAN GBR (NUREMBERG / RHEINE), as Service provider for spatial planning and geographic information systems (GIS). Among other duties, my partner and I were engaged in the development of an industrial area near Bamberg, Germany, the creation of municipal cadasters (sewage, green areas, trees) and the distribution of ESRI Geo-Information software as a listed reseller.

Building on this, in 1995 and transferred to planning office WEGA INTERPLAN (RHEINE) working as adviser for landscape, land use and environmental impact planning. In addition, I headed the cartography and GIS team there with 3-5 CAD / GIS specialists. As a consultant, I also contributed to technical papers on land-use plans and environmental impact assessments responsible for air hygiene, noise, soil, geology and hydrology.

Early 2001, I entered the wind industry by accepting the role to set up and operate the department of Wind Assessment, Micrositing and Site Suitability at ENRON WIND GMBH (SALZBERGEN), which expanded internationally after the acquisition of Enron Wind by GENERAL ELECTRIC WIND ENERGY GMBH. In addition to owning full technical responsibility, first as a Sales Engineer, later as a Technical Director and ultimately as a Principal Engineer, I led a team of up to 25 employees at several international locations in the US, Europe, India, and China. In this role I acted as disciplinary head of the team, amongst others responsible for hiring, leadership and development, but also as technical leader in charge of a continuous method and procedures development including their implementation in the frame of "lean management". Due to the global orientation of my assignment, I was able to work on countless wind farm projects to solve a wide variety of problems, e.g. Offshore: Gunfleet Sands (UK), Arklow Bank (IRE), Cape Wind (US) or Onshore: Elk River (USA), Fantanele (ROM), Zafarana (ET), Hebai (CHN).

In 2009 I changed sides and started a role at UK based PMSS LTD (SOUTHAMPTON), looking after consultancy for all technical aspects of wind farm developments. In mid-2010 was expanded with a subsidiary PMSS DEUTSCHE WIND CONSULT GMBH (RHEINE / HAMBURG). Here, I headed the office Rheine, from where my team and I essentially accompanied the site identification and assessment, the project planning and project evaluation (due diligence) for investors, operators and insurers, as owner’s engineers and strategic advisers. In my position, I was responsible for the business development, the expansion of market penetration and customer support, in addition to disciplinary and technical leadership. Key reference customers for this period are: GCube (Lloyds) for global claims valuation, EDF-UK and John Liang for wind energy projects in the UK, Impax for wind energy Cypern, Masters of Airpower in Poland, OMV in Romania and WirSol and Imapx with their wind farm developments in the UK and Germany. In May 2013 PMSS was acquired by TÜV-Süd.

In September 2013 Dutch-German consultancy experts ECOFYS (UTRECHT / KÖLN) hired me in to led and develop their wind and yield assessment branch as part of their strategic consultancy to EU clients but also to governmental organisations (e.g. BMWi) and NGO’s. Furthermore, I was tasked to develop a new business segment of wind project evaluation (due diligence), wind farm performance monitoring and wind farm optimization, staffed with 12 – 15 FTE. Key clients of that aera are: ING-Bank, Joulz, Enercon, Raedthuys and Eneco, Shell, Senvion, Stadtwerke Münster, STEAG, Mainova and Naturstrom.

With the takeover of Ecofys by US consultancy giant Navigant, I re-focus on and expand my engineering network ASSOCIATED EXPERTS FOR RENEWABLES (AER) In October 2016. Starting off with advising a wind turbine manufacturer on the market entry in Germany, the technical evaluation of a wind farm portfolio of 88 wind turbines of a French developer, the complete technical and licensing due diligence on two newly built Enercon wind turbines of a Dutch fund as well as the performance analysis (SCADA) of numerous wind turbines in Germany. Subsequently, I supported the due diligence department of a renowned wind energy institute in Oldenburg in the areas of business development, process and methods in a seven-month "secondment". Besides the project work, I joint forces with Munich based Sander + Partner GmbH (also partner of AER) to develop and code an enhanced SCADA data analytics tool (SCADAlytics©) assessing SCADA data to optimize wind turbine performance – further information is also attached to this letter.
The most recent assignments are for Dutch consultancy firm Ventolines B.V. to manage wind energy projects from contract phase through to installation and hand over to the respective owners. This includes all aspects of labor, package(s), QA and performance management.
